That’s as easy as pie to determine.
Simply build some wall and see how much that helps. The areas (and type of wall) needed should be obvious to the BP. Need more or add improvements? Do it. Setting aside budget for physical barriers doesn’t imply putting down 1800 miles of post holes followed by 1800 miles of posts.
Unfortunately, Saint Pelosi has decreed that not one penny can go into a wall because it’s not who we are as Americans.

Someone in gubmint has got to have data points showing evidence of crossings in various areas where attention should be focused.

…OK, I hit this quote from the Arizona Republic:
“According to the DHS report, the number of successful illegal entries — including people making multiple attempts — between ports of entry along the entire southern border with Mexico has plummeted from 1.7 million in 2005 to 170,000 in 2015. ”
Using my number of 10%, 15k looks in the ballpark. I’m thinking purely in terms of cost/benefit here, 10% is a guess at where the cost goes to infinity.
Step 2 of course is to radically ramp up in-country enforcement. LA County supposedly has 1M illegal aliens so you are asking for a kind of revolution there, but better now than later.

So if you’ve made a promise to build a wall, and the House of Representatives says that you can’t spend a penny on a wall, how do you ‘build some wall’?
Imagine the hue and cry if the Corps of Engineers built a 5 mile test section.
If nothing else, I feel truly sorry for the ranchers and small towns in Cochise County. They are subject to the whims of the Queen of San Francisco. I suppose that was always true.

Well, that means the elimination of all felonies in CA. The CA lawmakers have already poured over the Federal statues of “felonies” and have reclassified many felonies in CA as misdemeanors to protect illegals from deportation. Some illegal walks up to you, puts a knife to your throat and steals your wallet. No problem. Misdemeanor. The robber did not use a gun so it is not a felony….for deportation purposes. Criminal law after criminal law in CA has been recategorized for the sole purpose of shielding law breakers from the law. An illegal steals a gun. Misdemeanor if gun’s value is below a grand or some number pullled out of a hat. Felony? Armed robbery? I don’t see no stinkiin’ felony.
Many felonies on the federal level are called misdemeanors in CA for commmitting the exact same crime, word for word in the statute.
Just last year the State House passed a law making a particular offense a felony to deal with a problem in some jurisdictions. Not a big violent crime….something like habitually driving on a revolved license or after so many failures to appear or after selling so many cars without having title to any of them…..or repeat failures to comply after repeated convictions and warnings. Forget the exact offense……it was some motor vehicle code repeat violation that needed more teeth than the slap on wrist revolving door. “We mean it this time!”
Anyway, the outcry hit the Governor’s ears from the immigrant rights groups because if he signed the bill, illegals could be deported! It was watered down, teeth were taken out, reduced to misdemeanor, Gov signed it, illegal alien lobby happy.

3M 327pm – You are now confusing a utility that evaluates designs with the design itself. No utility function is a design of the target system, it’s simply a tool to evaluate competing designs. Once we adopt something like, say, 15K illegals/year, we can be off to the races. If you don’t see this then I’ll have to construct a tutorial on system optimization for the lay reader. I’m more than up to that if the result will be a greater understanding how making public policy will benefit from such a systems approach, instead circling the barn in politics.
So the question is, do you see how a utility function can drive the design of a border security system? I hope you can answer YES. If you do, I’ll then refine the utility to read, ‘Minimize the 10-year amortized (present value) cost of a border security system for our southern border that will have the expected porosity of 15K illegal entrants per year.’ This now includes enough out-years to incorporate operating costs along with the initial build-out. Am I being clear to you?
