I heard from someone who frequents the Building Depart regularly that you need a permit for your backup generator. He was not talking about PG&E to generator interface and points of demarcation to prevent backfeeding a hot wire up the line and zapping power crews doing repairs…which makes sense with a qualified electrican only to do the hookup.
Nay, he said you need a permit to run a generator. Noise polution? They can and do start fires, though most cases are causef by RC generations parked in high grass or backed into dry bush.

Although a PG@E guy I talked to said they always treat the wires as if they are live. Sometimes the juice comes on from the sub-station when it isn’t supposed to. Oops.

I don’t know fer sure but would guess that a generator permit is intended for permanent installs. After all, they’ve (usually) got gas lines, a pad, turn on automatically, and need to be sized to the load.
Anyone doing it on the cheap would simply install an interlock (with it’s own permit I suppose) or run a nest of extension cords from a great big loud Harbor Freight unit
It’s a bummer that we live in the Third World now but I can’t see it getting any better.
