[Lots to talk about, but my attention is still on education which for the average American student is getting dicier by the year.  Here is a bit on the new fad of dual enrollment programs which have high school seniors taking courses also form local community colleges, the longer term benefit of which has yet to be demonstrated.  gjr]

    I do not believe in a nationwide registry (reporting) of those inflicted with Aids.

    Re AIDS – If the disease is “for life” as Paul’s 1128am asserts, then I wonder how is the spread of the disease controlled other than the honor system practiced by the infected. Specifically, should there be any criminal liability on the part of the self-aware and confirmed infected spreading the disease to an unsuspecting ‘partner’? This question becomes doubly important if the treatment of AIDS is a public cost.
    To me confounding this discussion with injection of short term maladies like the flu does not served to debate public policy on longterm debilitating maladies like AIDS.

    Following up on your 11:44 link Todd, is this what you propose for those with Aids, Hep b and C etc?
    What does it mean to be quarantined? People who have been exposed to an infectious disease and may be infected but are not yet ill may be quarantined. That is, they may be asked to remain at home or another location to prevent further spread of illness to others and to carefully monitor for the disease.
    During quarantine people are able to do most things they can do indoors within the constraints of the location they are at. For example, if people are asked to stay at home then they would usually be asked to take their own temperature and report daily to health authorities on how they are feeling. They are given instructions on what they can do and not do around family members and are informed of other disease precautions.
    If they are asked to stay in a place away from home they are provided with meals, sleeping accommodations, and other necessities. They would stay there until the risk of developing the disease or spreading the disease is over.

    PaulE 1221pm – Not at the present rate of the spread of AIDS, but I would make the law clear for all long-term infectious and debilitating diseases that if you know you have it and pass it on to an unwitting recipient, you are culpable and liable for civil and/or criminal penalties – i.e. the unwitting recipient has recourse. However, any infectious debilitating disease, the spread of which we don’t understand and/or control, that is spreading beyond a TBD threshold rate, is definitely a candidate for quarantine. For example, societies did that (i.e. lifetime quarantine) with leprosy before the nature and control of the disease became known.

    Oh Paul Emery, I have not taken a position on this but simply asked you some questions. Your strategy is always the same and quite boring. What makes HIV different than other infectious diseases? Pretty simple. And would you agree or not that a disease that kills the recipient is dangerous to allow with the population?

You’ve answered my question as well that you support quarantine and isolation for those with HIV. Would you be willing to knock on Magic Johnson’s door and escort him to a relocation isolation center?

    PaulE 147pm – When it comes to being a public contaminant and carrier of a deadly disease, patient-doctor confidentiality takes a back seat. Kinda the same for being a confirmed (i.e. convicted) sexual predator – your previous confidentiality with your therapist/psychologist no longer is an issue; community safety is, and you show up on all kinds of databases and enjoy restricted living spaces and passage.

    PaulE 219pm – Remember, I said in my 1228pm that all of this reporting and registering would kick in after such a disease becomes ‘sufficiently’ (TBD by CDC say) widespread and uncontrolled. Since interstate travel is not restricted, I suppose it would have to be a federal law.

    Does Boardman have home owners insurance? By his reasoning, he obviously intends to have folks injured (perhaps seriously or even fatally) on his property.
