Your misunderstanding, driven by “rawstory” conflates preexisting conditions with the problem of someone avoiding buying insurance until they are ill… and then the insurer, for example, allowed by a state insurance regulator to, for example, allow a year of a surcharge as a penalty.
Now, don’t assume I’d want Rand Paul to vote for this particular sausage, although after hearing Jimmy Kimmel’s rant, I’m leaning towards being happy if it passes… Kimmel needs to hang around Ben Stein again, like in the old days.

I had to go up and down the main drag of NC many a time Yesterday checking on my crews work, and took in the local “wildlife” wondering the streets. Well, it is a nonsense question as far as I can tell because if they have insurance, they don’t have the problem of trying to buy insurance when they have been going without, only to become ill with an expensive malady… like waiting to buy liability insurance for your car before you cause an accident… then looking for someone else to cover your financial ass.

So Paul, did you mean to pose the alternate question, “Is someone going without insurance going to be able to buy it under this bill after they get sick and want to get someone else to pay their bills, but at the same rate as someone who had been buying insurance all along”.
Do you think that’s the promise that was made by the folks you’re calling liars?
I suspect if the current bill gets passed, in some states it will be more expensive if you wait until you’re in need of care. I also suspect that’s a rational feature especially if the penalty/tax for not buying an approved Obamacare ™ policy is repealed which seems to be the case.
