Of course they are defending to over on the ‘circle of stupid’ but in this case they may not be COMPLETELY stupid.
The solution to nonsensical propositions like this is a state constitutional amendment addressing how proposition are qualified for the California ballot. My organization supported such an amendment a few years back that would have, a) raised the fees for filing initiatives, b) require pre-screening of initiatives for constitutionality and provide a ‘cooling off period’ to ensure we don’t spend an inordinate amount of time on initiatives that are blatantly unconstitutional, c) provide legislative analysis in advance of qualifying initiatives so the financial consequences are clearer, d) require a signature threshold based on the average number of voters in a statewide election over the last 10 years instead of the number of voters in the last Gubernatorial election, amongst other things.
Many of those ‘other things’ were included in SB 1253 signed into law by the Governor in 2014, which improves transparency around initiatives for voters and provides some logical ‘off ramps’ for initiate sponsors should they seek to remove a previously qualified initiate from the ballot, but in my humble opinion the SB 1252 did not go far enough.
The place where the wing nuts have it right is that there should not be any sort of arbitrary or capricious means of unilaterally removing a citizens initiative based on its content,but there could be a ‘constitutional filter’ applied by amendment, unless of course the entire ‘citizens initiative’ process is eliminated from California state law, which I would not support. The reality is only about half of the states even have the initiative-referendum process.

This ballot proposal is akin to yelling fire in a theater, and as such should not protected under the 1st amendment. There are too many sick puppies out there who would take it seriously. While I agree that the initiative process is flawed, time consuming, and often wasteful, the author could have picked a less volatile subject than advocating the murder of gays. If he wanted some serious change in our society, why not advocate shooting Republicans in the head instead, they are way more useless than gays?

So on its face the initiative is ridiculous. But as usual Pelline tries to tie it to the “right” here in the county. Perhaps the voter registration of the initiatives proponents would be helpful?
