Paul. Facilitate means to help and SCOTUS said that was proper. Effectuate means to get it done and SCOTUS says that may be beyond the jurisdiction of the sort it court. You need to learn how to read.
Garcia is an illegal alien with a deportation order already granted. He can’t stay in the USA. He has a withholding order stating that he can’t go back to El Salvador but the gang he cited in El Salvador for which he was hiding doesn’t exist anymore and withholding orders to not apply to foreign terrorists which TDA has been designated by the plenary power of the executive under the alien act. Garcia’s option are back to Salvador or to a different country. Staying in the USA is not a legal option for him because of the deportation order. do you even know the facts?

Re Garcia – I really don’t know what all the hubbub is about his record and status in the US, and his deportation as a criminal illegal alien deportation. All of it is a matter of record and the Trump administration has followed ‘due process’ prescribed by existing law to the letter. The claimed due process that he has been denied is a recent jury-rig of jurisprudence still undergoing national debate in various public forums and the courts. The confusion about all of it is reported by The Hill.
