It’s amazing how adapt the DNC media is at predicting everything in the report and the fallout before one word has been read. Such seers. The DNC Media’s credibility is their stock and trade. Unfortunately, they have no stock to trade.

Mueller’s report is defiantly a hand off to Congress. Look for Mueller to testify asap. Chances of impeachment are increasing because of the plethora of evidence of Presidential misconduct. Since Trump will not be re-elected, Congress may decide on an endless drip drip of investigations and revelations to seal the deal. Presidential Sleaze has reached a crescendo surpassing Clintons “not sex” servicing in the White House and even Nixons “I am not a crook” spouting.
Presidential loyalty will be tested so don’t be surprised if a viable Republican Presidential candidate may emerge as an option if Trump is declared down and out by the American voters.

From my lens Mueller, by claiming he does not have the authority to indict the President on anything, is saying that he’s leaving up to Congress to decide on a path forward which may lead to impeachment. Remember, Mueller specifically does not exonerate Trump on obstruction of justice charges.
