The 14nov13 Union announced that Supervisor Hank Weston will seek a 3rd term for the county’s fourth district.  Among the reasons for his re-election Mr Weston cited his “budgetary experience” that will now be necessary to manage the county’s response to its unfunded liabilities that are coming home to roost.  In particular CalPERS has informed Nevada County that it needs to pay $1.3M per year for the next five years to satisfy minimum contribution requirements for its retirement account maintained for country employees.

Seven years ago SESF analyzed the county’s unfunded liabilities which it found to total over $48M as of 2006.  These findings were published in ‘TR0712-1: Unfunded Liabilities – Our Community’s Fiscal Time Bombs’, and presented to the Board of Supervisors by Michael McDaniel, the report’s lead author.  As I recall, the supervisors politely thanked us for our labors, and promptly dismissed the matter from further consideration.  At the time the county had almost $20M in reserve, and all was well.

This was in the heady days of 2007 when CalPERS was reaping double digit appreciations on its portfolio, the real estate market was on its way to the moon, and everyone was drinking the kool-aid.  Our warnings of the unsustainable performance of such investments were lost in those days of wine and roses.  I think we were judged to be out of our depth; after all county finances, especially public employee pension funding, are a complex matter not accessible to everyone.

The point of this missive is that the liabilities are now starting to come due, with the operational word being ‘starting’.  The $6M+ demanded by CalPERS is just the beginning of what the county must start making up if it is not to default on its pension commitments.  CalPERS has demonstrated itself to have a deficit in both accounting and investments when it comes to astute portfolio management.  Way back when, it was content in calculating its future fiscal health by predicting 7.5% annual returns.  The market has delivered these since the depth of the Great Recession, yet now CalPERS is going to the counties and displaying its newly discovered sore finger.

The point here is that Nevada County’s plans should include contingency responses to when CalPERS discovers more shortfalls in its ability to make ever increasing pension payments to the state’s growing cohort of public employee retirees (many from jurisdictions in or teetering on the edge of bankruptcy).  I fear that the bills to our county will quickly amount to tens of millions as the markets react to the inevitable ‘tapering’ of the Fed’s $85B/month quantitative easing.  Yellen is inheriting Bernanke’s folly, and she will own it if she does not start slowing down the gratuitous printing of dollars that is now going on at a trillion dollar annual rate.  This reputed monetary dove will be the one to take away the punchbowl, you can bet on it.  And then she will be known as the Fed’s Black Swan.

I wish Hank Weston godspeed in his re-election, and then in his confrontation with the All-devouring Beast.

[16nov13 update]  Then there are those who believe that Yellen will launch her chairmanship by really turning on the money nozzles.  This will doubly guarantee that there will be no soft landing for the economy, but it sure would blow the lid off the stock markets for a bit.

    re JeffP’s 246pm – and that’s the point. Even with record earnings, the CalPERS portfolio now requires jurisdictions like Nevada County to start ponying up additional funds to meet the minimums of the benefit pool to which we are assigned. As I said, what will their demands be when Yellen starts to taper and the markets start tanking?
    An astute promoter of CalPERS would not cite its 12.5% performance last year, given that during the same period the DJIA, SP500, Nasdaq were up 15.9%, 21.5%, and 20.5% respectively. CalPERS investment mavens could have increased their portfolio’s gain by choosing any combination of the ETFs that track those broad indexes. In short, chimpanzees throwing darts would have reduced CalPERS’ considerable management fees that all jurisdictions have to incur. And this has been typical of their performance over many years.

    As our investment advisor keeps saying, one data point is not a trend.
    CalPERS earned 1.1% on investments in 2011.
    CalPERS posted a mere 1% return on its investment for the fiscal year that ended June 30 2012.
    That makes the 3 year average about 4.9%, well under the needed 7% annual growth rate.

    Calpers has done well better since it increased its holdings of hedge funds and private equity. 12% ain’t bad for a diversified portfolio, albeit my 401k is up more than that with much lower fees. Much lower. like almost nothing. No sophistication, just index funds with miniscule fees. A younger co-worker is approaching 30% YTD, but he is letting it all hang out, pedal to metal. Ah, to be young again.
    Its just what a year brings. As Mr. Steel pointed out, whatz their 3, 5, 10 year returns AFTER expenses? Calpers is so mind blowing huge that if their expenses are more than 3 cents on the thousand, somebody is skimming too much off the top. Time will tell.

    Here we go again: “Loosey goosey” comparisons (fiscal years, calendar years and “annual growth rates”) and hyperbole (“chimps throwing darts”) to make a point. ETFs offer variety but are risky.
    BTW, Hank Weston isn’t managing the county’s unfunded liabilities: The County and the BOS are. That includes Richard Anderson, Terry Lamphier, Nate Beason and Ed Scofield, and the County staff.
    Fran may give Hank a real run for his money. But I’m sure you endorsement will help him.

    Calpers 10 year average is 7%. Most of all the different Calpers’ plans are at least 57% funded. 0 are 100% funded. Health care costs for the plans are 19.3 million dollars a day, a big (3-5 fold) increase over the past 10 years, depending on the plan. Average age of all members @ retirement: 60, disability: 56, industrial disability average age: 50. All in all, they needed a 2013 year and a few more just like 2013.

    I was pleased to read that Supervisor Weston regards the County’s growing unfunded pension liabilities as one of his foremost concerns. It’s also a problem that is affecting our fire departments, as NCCFD recently revealed.

    I’ve often thought that Obama is little more than the “Johnny Bravo” of politics. A manufactured image designed to be sold to the mob (and the media….oh you better believe has was targeted at the “tingles”, E.J.s and O’Donnells laboring in support of lefty punditry).     With Jeff Pelline getting involved in this race early, I see this race getting ugly pretty quick. As a member of the Gateway Park board, I have first hand experience of a Hank Weston that cares deeply about the community, park, and fiscal health of the County. Watch the rhetoric from the left in this race. Pelline and followers see blood in the water and think that this is an opportunity to remake the make up of the board. Prediction: Heavy rhetoric from Pelline and followers will get worse, but in the end, the Board will have four Republicans in 2014.

    Thanks for the compliment, but I’m really not that influential. You need to find a new “enemy.”
    Let’s face it: You still would have lost every precinct in the clerk-recorder’s race whether I was wrote a word about it on my blog or not. Nate still would have beaten Sue if I hadn’t written a word, and the same goes for Tom Anderson’s win over George Smyrnos. Same goes for the tea party’s inability to find a candidate to run against Richard Anderson.
    Our citizens are smart folks. Only a tiny fraction of them read my blog. They can see who’s “blowing smoke” and who’s not. Most of them are “in the middle.”
    I happen to like Hank: He was a big supporter of keeping the Yuba River State Park open, for example, but I do find it risky to make unfunded pension liabilities a campaign issue when you’re the incumbent, and so will others. To be sure, it’s a double-edged sword.
    I do not count how many R’s or D’s are on the board of supervisors. I judge them by the exact opposite: their nonpartisanship.
    Both of the supervisor’s races will be close this year.

    Glad to read Pelline admits blog is not popular. Thanks for your honesty. We all kinda knew that anyway. I would say the resident liberals trash the R’s and coddle the D’s while claiming to be libertarians and MOTR. You would have to be a brain dead zombie not to see that.
    Now BenE is telling us pensions are no problem and the concern over the unfunded portions is a scam. Where do these people live? Mars?

    Well, Todd, Fran Cole did put my post about the risk of making pension liabilities a campaign issue on her Facebook page yesterday, where it got many “likes” and was shared. I like Hank, but he might be getting some bad political advice from folks who have their political ambitions more at heart than his. Many of us in the community see how the CABPRO crowd has been the “kiss of political death” to a candidate. In fact, I can’t think of a single race County race where the CABPRO supported candidate has won in recent years, except for Sue Horne. Think about it: Lamphier over Spencer, Beason over McGuire, Diaz over Pruett, Vernon over Meagher, Anderson unopposed. That’s 1 for 5. Appointments don’t count. Hank and Dan Miller could be a risk from this “help” too. Good luck next year.

    Not involved with CABPRO JeffP, so I cannot discuss something I am not involved in. I do know though that there are a lage contingent of locals involved with CABPRO and that makes me feel quite at peace with things. Since I created it 20 years ago CABPRO has had many more winners than losers. That is just the flow of politics. Since you are a newcomer here, a “flatlander” as the old residents call your ilk, you would not be familiar with all the facts. So I’ll give you a break for your your ignorance.
    I attended the soldout Tea Party Fundraiser last night (I am na member however) and I saw the salt of the earth people of our community there. These are the true hardworking Americans of goodwill. They want the liberal ilk to simply leave them alone and follow the Constitution. I know that concept is alien to busybody do-gooders like you but we expect that from the left.
    One thing about people like the Tea Party folks and the CABPRO folks that I admire. Their political desires spring from the truth and purity of the system. That is something you can never experience, the cynic that you are. I do feel sadness for you however.

    Cities all across the state, including our own, are struggling with pension obligations. A million Californians are looking at increases in their healthcare coverage. Last night I talked to some folks who told me their properties on the outskirts of NC have been overrun with homeless camps. Another dollar store is opening in GV, which leads one to believe that their research told them that there is room in this market for people who don’t have much money to spend.
    But things are looking up, gas prices are falling. Oh yeah, that’s because of fracking.
    Darn those Republicans!

    George, I would love to see you interview Jedediah Biagi. I am interested in his opinion and would welcome a disruption to business as usual.
    Questions could include:
    Federal Level: What do you think of the Federal Reserve? Would you allow Social Security and Mecdicare to be voluntary? Fair Income tax? No Income tax?
    State: School choice? Food Choice? Limit the Power of the Public Employee Unions?
    Local: Unfunded Liabilities- how would you solve the crisis? Would you allow Walmart or Trader Joes into Nev Co (if not, on what grounds)? How would you address the drug problem in Nev Co (meth , pot)?

    Mikey, I agree with your concerns, and the importance of addressing our unfunded liabilities with a real plan of action. However, Nevada County has done a reasonably decent job of managing our finances the past several years, and Hank Weston has been an integral part of that. In an era of current and future challenges to local government, I am an advocate of keeping in office a proven good man who is doing a good job, is popular with all special interest groups in his district, and most importantly, is highly re-electable. We are potentially one seat away from returning to the turmoil and dysfunction of the 90’s. Let’s keep Hank Weston in office for another term while we identify and strengthen an electable successor who will represent all the voters of the district.

    … The biggest BS on Pelline’s comment stream comes from Frisch. He seems dedicated to the ‘all is swell’ scenario. Nowhere do those (gentlemen) address the point as to why CalPERS now demands the county pay them an additional $6.5M. Does that not indicate that the county has NOT done the right thing in the interval since today they are presented with an invoice for an unbudgeted amount??

    What are the standards for identifying yourself on this blog?
    One of the problems with our County is people who live in the past, grinding their political axes, rather than the present and, God forbid, the future. It’s Sophomoric at best. We’re changing. Terry Lamphier has done an admirable job and Fran Cole’s resume hardly reads “turmoil and dysfunction.” And neither does Richard Anderson’s. The current BOS is working well together, “across the aisle.”

    George, now go spank yourself for not listening to all that advice from the FUE. I think he is truly losing his grip. He needs to read and listen better. His ax to grind is turmoil and hate. That was done with when the left was booted from power here. My goodness, all one has to do is look at California and see what liberals do to a great state and now a country. They tried here in Nevada County but NH2020 was to drastic a takeover of private property and the people responsible got booted. Pelline is out of place here with his criticism and advice. I think he should stick with his two or three readers and maybe take Frisch to lunch for a good cry.

    Nate is a Republican but the office eis non partisan. You seem to be hung up on Nate. You use him as some sort of excuse for casting a “republican” vote. Too funny. The county is Republican, you could have learned something about it if you had gone to the Tea Party last night. But, like all good liberals, you probably went to painting exhibit by a “wild and scenic” artist.
