[Representaive McClintock made the following speech on the floor of the House today 28 September 2013.  It is here reproduced in its entirety.  gjr]

Tom McClintock (R-CA4)

Mr. Speaker:

A crisis is not a good time for inflammatory rhetoric and ad hominem attacks.  I will simply say that yesterday, the President missed an opportunity to bring both sides together.  That responsibility now rests solely with us.

Nobody on the Republican side of the aisle wants to see a government shutdown or a credit default.  And I am confident that nobody on the Democratic side wants to see millions of Americans lose the health plans they were told they could keep; or see their healthcare costs skyrocket, or lose their jobs or work hours because of the unintended consequences of Obamacare.

But these events — that nobody wants to see — are now unfolding.  They will do great damage to our nation that nobody on wants to see happen.

If we agree on these fundamental issues, our course should be clear and is only blocked by the kind of partisan division that we heard yesterday from the White House.

We can avert these calamities and redeem this institution if we can put aside the name-calling for a few days and get down to business.

The good news is that we have a process of government that has evolved over centuries that is very good at resolving differences of opinion within and between the two houses of Congress.

And in this case, there shouldn’t even be much to resolve: ALL OF US want to see the government stay open; ALL OF US want to see the government’s credit preserved; ALL OF US want to see Americans protected from losing health plans they want to keep; or from being socked with crushing premium increases; or from losing their jobs or having their hours cut back.

If we are all agreed on these objectives, isn’t the appropriate course self-evident?  Senator Manchin seems to have laid it out very clearly the other day:  a temporary Continuing Resolution to keep the government open; a temporary increase in the debt limit while we complete the normal appropriations process; and a temporary delay in Obamacare until the unintended consequences of its mandates can be corrected.

Is that so unreasonable?  After all, this Administration has already exempted big corporations and more than a thousand politically-connected groups from the Obamacare mandates.

More revealingly, the Administration has protected members of Congress from its crushing costs.  That ought to be the ultimate wake-up call: if members of Congress can’t afford to meet Obamacare’s costs, how do we expect the average American to do so?   Why not give EVERYBODY the same relief by delaying these mandates until the law can be replaced with provisions that actually fulfill the promises made to the American people when it was enacted?

I don’t like Continuing Resolutions at all.  Congress has a responsibility to superintend the nation’s finances, and it has developed an appropriations process that requires painstaking review of every expenditure of this government.  That review involves countless hours of committee work, scores of hours of floor debate and hundreds of individual amendments.

Continuing resolutions cast aside this work and abandon Congress’s responsibility over the nation’s finances.  They shift enormous authority to the executive branch that the Founders never intended.

I had hoped to be done with continuing resolutions.  Those who enacted Obamacare no doubt hoped it would lower health care costs and help the economy.  Sadly, events in this imperfect world can often disappoint and transfigure our fondest hopes.  We have not completed the appropriations process; we need additional time to do so and we need to correct the damage being done to existing health-plan holders and employees by Obamacare.

If we all agree on these objectives our course should be clear to us all.  We should fund the government long enough to complete the normal appropriations process and we should delay Obamacare long enough to preserve the jobs, working hours, and existing health care policies of the millions of Americans who are now losing them.

So let’s cool the rhetoric and do what this institution is designed to do: come together in support of the objectives upon which we all agree — for the good of our nation and the people who have trusted us with its care.

PaulE, you can’t recall your post within the last 24 hours on this thread? Sheesh! Alzheimer’s eh?
I like Republicans and democrat for the description of the parties. I use R and D sometimes for brevity. You use pubbers as a expletive but not the democrats. We all know where your sympathies lie.
Regarding MichaelA’s vision for this blog. We have all mentioned more than once he should get his own blog just as many of us have. He can then pontificate with his pals SteveF, BenE and the other lefty nuts. I urge him to take his thoughts out into the desert, perhaps make a idol, maybe out of wood, burn it down while praying for guidance. Naked of course with his other buddies. Very Druid.

Todd, why would I bother to spend the time, money, and effort to create my own blog when I have so many attractive nuisances out there in which to leave my detritus? Aren’t you one of those free market guys? Do the ROI, man.
BTW, there’s a really good reason I don’t bother with your blog anymore. Wanna know why? Because it doesn’t actually exist.

I was referring to the Republicans calling for an up or down vote for Presidential appointments in the Bush years. The TP’s are preventing a vote on the continuing resolution which would win for sure. . From Politico ” “Enough is enough. Put a clean (continuing resolution) on the floor and let’s gets on with the business we were sent to do.”

I had such a nice time last evening visiting neighbors that I didn’t make it back here to see what happened here.
George, it was Pelline who started this ‘angry Greg who needs professional help’ smear that Frisch continues with the Haldol references. No, false and defamatory statements, be they libel or slander, are not balanced by the ability of the slandered to make a case to the contrary and land a few truthful punches.

I’m glad Greg had a nice time last night. Not being a night owl myself I was in bed by 9:30. Looking back at the thread it appears this whole thing started when Greg criticized Ken’s grammar rather than critiquing his point. The ‘angry’ Greg impression only sticks (or stings) if behavior shows there is some truth to the meme.
Michael made a cogent point, George, if you as the host provided some clear oversight and enforced behavioral standards evenhandedly none of this would occur. If no standards are set it quickly deteriorates into the equivalent of an expanded twitter feed for narrative selfies.
I am quite ready however to return to the “assembly” ordinance discussion (although I thought we were talking about Mr. McClintock’s support for the CR that de-funds the ACA) and let bygones be bygones.

Paul, you do have your redeeming qualities.
Regarding Frisch’s claim that his defamations only sting if they have some basis in truth is yet another defamation which stands tort law on its head. The original FUE out and out lie, the supposed “temper tanrum” over the very far lefty Mikail G. being given an honor by the Marching Presidents is belied by the word I did get back from a spouse of one of the committee members who selected they guy. They’d had nasty letters regarding past awards to the local Far Left (Utah P. for example) and they were easily dismissed; my letter made them uncomfortable and unable to respond precisely because it was devoid of histrionics; a pure laying out of the facts why Graham was particularly unqualified to be honored on Constitution Day in the name of a late, prominent veteran, as he had gone out of his way to dishonor a local bartender who had his dress uniform hanging visibly behind the bar on the eve of his being called to active duty. As the bartender went around the corner out of sight,Graham boosted himself up onto the bar using an unwilling patron as a handhold, took the uniform, saying “I’m going to take that thing down” in a voice full of contempt, and jumped down, hiding the uniform out of sight in a corner. He didn’t tell him, waiting for the guy to go ballistic over the missing uniform 15 minutes later and having a patron point out the perpetrator.
Even friends of Graham admit that was a “chickenshit” thing to do, and that it wasn’t out of character. It’s one thing to be upset at Bush for Iraq, something entirely different to take it out on a sailor called to duty and a travesty to dishonor the founder of the Nevada City Constitution Day celebration, Col. Bill Lambert, by linking him to a man such as Graham.
In the mind of the FUE looking for something to tar me with, that letter got reported by the supposed “journalist” as a “temper tantrum” and so began the “meme” of Gregory as a mental case. It needs to stop. Now.

Quite a diverse and worthy group of deserving individuals in our community. The criteria for the award:
The Col. William “Bill” Lambert Award is a prestigious recognition for a leader in our midst that has made a significant contribution either by word, deed or body of work that benefits our community.
No mention of liberal or conservative.
“Committee members who selected they guy”
Suggest to lay off others for improper grammar or their typos. Or at least chastise those who you agree with as well. There is one who needs to learn the difference between an adverb and a verb. Silence.
Finally you state that “It needs to stop. Now.” Works both ways. No issues with a constructive disagreement, but when it becomes gutter fodder with insults, you may expect someone to reciprocate. You have made the childish claim about the SBC and expressed your unbridled envy of Steve’s salary time and time again. You want it to stop, now, take your own advice.

Jones, there’s a difference between a typo and an error of logic… “I could care less” is correct grammar, it just says exactly the opposite of what is desired.
Regarding Mikail Graham and the Col. Lambert Award, the issue I brought up had nothing to do with right or left, and my letter was not regarding right or left; again, that’s why the Marching Presidents met it with silence, they had no cogent argument to counter my protest. It was about the harassment of a local bartender in the Naval Reserve who was being called to active duty, and the denigration of him, his service to country and his uniform. Please, if you think that is in the spirit of either Constitution Day or Colonel William Lambert, speak to that.
Yes, mandersonation, it’s clear you’re here to toss bombs.

Like I stated Gregory, put yourself up on your self anointed pedestal, you will bring yourself down with your own actions. I could care less Greg, but I really don’t spend my life on the blogs demeaning others.
Just who made you the grammar cop and the Marching Presidents cop Greg? I wasn’t at the bar but my suggestion would be to have a direct conversation with the individual you felt deserved to be called out. It looks like you find solace in writing missives instead of direct communication.
As a Marching President I have no issue with the selection of the individuals selected for the Colonel Lambert Award. Remember the criteria. Besides your recollection of the events, if anything like your comments on the blogs, would be suspect.

KJ, one doesn’t have to be trying to be a cop to protest a bad decision, and you might try getting off your own pedestal. As a Marching President I had the right to tell the MP ‘powers that were’ about Graham’s actions denigrating a local being called to war (what happened to that old ‘we’re against the war but we support the troops’ spirit on the Left?), and I have a right not to be slandered by Pelline and Frisch.

What pedestal Greg? I disagree with much on this site, but don’t succumb to insults as a response. I really don’t care about grammar or spelling, made a comment once about the use of vary for very. You don’t agree with my stance that is okay, just try and avoid telling me my head is up my arse, or how I am stupid. Doesn’t promote good dialogue. Happens frequently on this blog.

Breaking my silence for one comment.
    Greg,
I share Steve F opinions and I had no idea about the Pelline or Anderson issues. You are a loose cannon towards anyone who challenges you and proves to be correct and yourself wrong. That sets a character assassination mode inside you and it is an embarrassing spectacle to watch unfold. I along with a number of others here and on other public forums have witnessed a few.
Now you are threatening a fellow commenter for participating on a divisive blog within the boundaries the mediator not only allows but encourages by their silence or own participation? What is the reason you want to contact the BOD? Civil lawsuit? Termination of his position with the organization? Public apology?
Grow up, if you cannot take the heat then get out of the kitchen. I couldn’t take the heat in the sense I didn’t like how I was carrying a dialogue due to the fact being negative and name calling becomes contagious. I looked at myself honestly and decided I was better than what I was offering to Rebane’s Ruminations.
Please reflect on your participation of the knuckle dragging back and forth that takes place on these divisive blogs before you make or act on the threat of taking another person’s livelihood or into our justice system.
