The Left and their supporters deny the existence of UN's Agenda21 and their part in promoting its precepts. That's to be expected of global collectivists to whom local control is anathema. What is more insiduous is when such precepts under the "sustainable development" banner of the ICLEIs – the regional and local Agenda21 implementing organization – are promoted by local leaders not formerly known for their left leanings. These people will only acknowledge that Agenda21 is a problem when someone called the Regional Commissar of Communities comes into town riding behind the local ICLEI marching band. If it walks like Agenda21, quacks like Agenda21, then guess what? it doesn't need an Agenda21 banner. I got the following email from CABPRO's Chuck Shea today.
Hi All,
As many of you know,, Nate Beason is pushing though the Resolution to support the signing of the MOA( Memorandum of Agreement) by the RCRC (Rural Counties Regional Council)
This effective transfers Jurisdiction over the use and control of the US Federal Forest lands away from the County ( We the People) to an Un- elected administrative body, an NGO ( non governmental Organization),, we have to vote at this RCRC group.
CABPRO , Norm Sauer and Chuck Shea will present arguments against this move and STRONGLY RECOMMEND that prior to any decision that a CITIZENS COMMITTEE be formed to review the entire MOA and Jurisdictional Requirements and that the CITIZENS COMMITTEE recommend a direction this matter.
We the People need to stop this eroding of our authority,,,
If this goes to this Regional NGO,, we will no longer will have a vote on any issues effecting Federal Land use in our County.
Soooo,…. I am asking you to
1. Attend the Board of Supervisors Meeting on Tuesday
October 9th, at 9:00am
2. Speak to support our effort
3. Demand the establishment of a CITIZENS committee on this
Issue.
Norm and I will be in Reno attending a meeting specifically on this issue on Sunday and Monday and will not be getting back into town until Monday evening and then just walking into this on Tuesday..

Here is the actual "Formal filing" that we(CABPRO) made to the Board of Supervisors for placement on the Agenda,, but which THEY IGNORED!!!! and, stonewalled!!….. are now trying to force through!!!!!

My own position on regionalism is to consider all parts of such consolidations as not being of equal worth nor packaged in one basket. Federal lands in Nevada County are a major and important part of our tourism assets and our economy, the control of which should be relinquished, if at all, only after extended consideration and public input.
The current MOA with the BLM and the USFS does nothing to simplify any function of government. But it does further diminish our county’s ability to determine areas and conditions of use and access to these federal lands. The history of regionalism in land use has always been to ratchet back the freedoms of the people to use their lands, all done in the name of the environment, conservation, sustainability, safety, preservation for future generations, …, the list goes on indefinitely.
That this item is brought up by the BoS during the meeting, the agenda and documentation of which is a hernia pack of 514 pages, IMHO smells to high heaven. Amid a blizzard of resolutions, contracts, amendments, agreements, etc, this little MOA is buried on page 502.
If it does not affect our ability to continue exercising local control, then there would be no reason to rush it through as if it were Nevada County’s version of the Son of Obamacare with its obligatory proviso, ‘We have to adopt it before we can find out how it will affect us.’
The bottom line is that the part of this iceberg that is visible does not save the county one penny in its budget. Indeed, its staffing requirements to keep and eye on the feds, supply them with requested documentation, and attend extra meetings will cost the county additional staff hours. And there is nothing in the MOA that says if the county doesn’t like the next ruling, regulation, or restriction handed down to us, then we can veto or overrule. The clear implication here is that our only permitted response to something we don’t like is to piss up a very expensive rope.
